Key Points of the Update: Mandatory Registration: As per the CBN Public Notice dated October 19, 2023, all companies engaged with psychotropic substances are now required to register on the CBN Online Portal (www.cbnonline.gov.in). Registration instructions and a video guide are available under the LMS section on the portal. Registration Deadline: Registrations previously conducted offline will now be exclusively through the CBN Online Portal. Companies must complete their registration by September 30, 2024. Failure to do so will result in the cancellation of previous registrations. Quarterly Returns: Rule 65 of the NDPS Rules, 1985 requires submission of Quarterly Returns. A new format for these returns has been introduced. Returns must be submitted in PDF and Excel formats to the dedicated email address (online.returns@cbn.nic.in) and must be filed separately for Bulk Drugs, Preparations, and Research & Development. This new submission process will commence with the 3rd Quarter (July-September 2024). Supplier Requirements: Effective September 30, 2024, suppliers of bulk and preparations of psychotropic substances must ensure they are supplying only to parties registered on the CBN Online Portal.
